Turbo not working

Hi, I have a 1.9 bls and when I start first thing in the morning from cold I let it run for a couple of minutes to warm up but when I pull away the turbo doesn’t work !! It seems to work after the engine has reached 70 + on the temp gauge, I’ve had it plugged in but it’s not coming up with any fault codes, anyone had this problem before?

What makes you think it's the turbo?
You seem to gave vcds - maybe do a plot of Actual and Expected air flow maybe up to 4-4.5 k revs.
